Dr. Bianca Lins, LL.M. is Legal & Compliance Officer at the Liechtenstein Office for Communications (OfCom), the national regulatory authority for electronic communications and space. As head of the Space Department, she leads the country’s efforts in shaping its space sector — both nationally and internationally.

Bianca co-drafted the Liechtenstein Space Act and the Liechtenstein Cybersecurity Act and oversees the implementation of legal and regulatory frameworks for emerging technologies. She also serves as ITSO Vice-Chair for Europe (Region B), member of the EUTELSAT IGO Advisory Committee, and Legal Expert for satellite coordination within the Liechtenstein Administration.

Before joining OfCom, Bianca conducted research at the University of Liechtenstein, where she continues to lecture on Cybersecurity & Law. An author, speaker, and mentor, she was recognized as Cybersecurity Woman of the Year (Law Professional) in 2023 and Cybersecurity Woman of the World in 2024. Earlier in her career, she worked in IT and financial markets.
